Third, the very fact of such an equation shows only that no prime minister -We don't really have an minister, and a person from the office of the president will lead virtually all processes not only in the National Council, but also in the government and parliament – without proper powers, political and legal responsibilities.
Thus, there is reason to believe that the intention of the initiators of the National Council in this form was not to create conditions for generating the best ideas for the restoration of Ukraine. Instead, there are more indications that the goal could be to destroy the normal process of state policy-making, leveling the role of government and parliament in this process, which in fact should be leading both in terms of democratic standards of public policy-making and in terms of Ukrainian Constitution. . The fact that the head of the President's Office is the co-chair of the Council and the Secretary is the Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy does not exclude the possibility that the main goal of the “strategic” initiative is to take control of the leadership of the President's Office, in particular, the budget process and public finances that will be spent on programs and projects related to the postwar reconstruction of Ukraine.
Particularly disappointing is the fact that problems non-trivial content and scale again try to solve the most trivial methods. By the same methods of countless councils: national, coordination, development and goddamn more, with the help of which over the past thirty years in Ukraine buried many reforms and tightly boarded up many windows of historical possibilities.
