To replace the scandalous draft law under “their” candidate, the authorities introduced a new draft – against “all sorts of ruffians”.
After the public outcry surrounding draft law No. 7654, which actually prescribed requirements for “his” candidate for the position of NABU director, the scandalous project disappeared from the agenda of the Verkhovna Rada, but another one appeared on the same day – no. 8003. What a “bomb” is hidden in the next legislative initiative, which may have been approved by the President himself, the chairman of the board of StateWatch Olexander Lemenov told ZN.UA.
“After serious criticism on September 6, draft law No. 7654 of People's Deputy Klochka disappeared from the agenda (it should be noted that this draft has not been withdrawn, so the parliament can still consider it later). And the same another draft law is being registered and voted on today – No. 8003. This is already about establishing a new limit for the appointment of the director of NABU in connection with the introduction of martial law,” noted Lemyenov.
Namely, according to the results of the scandalous competitive selection, a person who, after the introduction of martial law by the Decree of the President of Ukraine dated February 24, 2022, was outside Ukraine for a total of more than 21 days as of the last day of receiving documents, cannot be appointed to the position.
< p style="text-align: justify;">This draft law was signed by “Servants” David Arakhamia, Oleksandr Kornienko, Anastasia Radina, as well as member of the “Voice” faction Oleksandr Ustinov.
“According to my information, this move was personally approved by the president. And if Klochka's draft law was about norms for “his” candidate, then this is a norm specifically against an objectionable “stranger”, – the head of StateWatch emphasizes.
According to Lemenov, this draft law should be considered through the prism of the words of one of the leaders of “Servants of the People” about “all kinds of ruffians”.
According to available information, former Prosecutor General Ruslan Ryaboshapka was going to participate in the competition for the position of NABU director.
However, according to Lemenov, Ihor Kolomoisky personally opposes Ryaboshapka.
According to the expert, it is precisely for this reason the pressure on Ryaboshapka does not stop. For example, law enforcement officers came to the relatives of the former prosecutor general, SBI employees “visited” them with “military uniforms” and put pressure on them. Subsequently, threats were transmitted. An “outlaw” from the Security Intelligence Service went after Ryaboshapka's friends, and subpoenas were sent directly to him.
“And the crown of this story was the fact that Ryaboshaptsi are preparing a report of suspicion”, – claims Lemenov.
“Such resonance in the activity of law enforcement agencies regarding Ryaboshapka is dictated by the position taken by one Dnipro oligarch who was deprived of citizenship. The more Igor Valeriyovych is “pressured” by NABU, the more he wants to “settle” with Ryaboshapka,” he added.

This week, “Servants of the People” passed through the committee draft law No. 7654, which effectively canceled the competition for the director of NABU. The draft law was authored by Andriy Klochko, a figure in one of the investigations of the anti-corruption bureau.
Klochko registered a draft law in the parliament, which establishes new requirements for candidates for the directorship of NABU and restrictions on participation in competition, and in essence are anti-European integration.
