President of Ukraine Volodymyr Zelenskyi finally signed the Law “On administrative procedure ”(№3475), which introduces rules of communication between citizens and officials of executive authorities and local self-government bodies.
The Verkhovna Rada passed the law in November 2021, but then Zelensky returned the document to parliament with some proposals that parliamentarians supported. Thus, according to the president's proposals, the law will not apply to citizenship and asylum in Ukraine, state awards, national security and defense, as well as pardons. Also, the term of entry into force of the law was increased from 12 to 18 months from the date of publication.
According to analysts at the Zmina Center for Human Rights, Ukraine has been trying to pass a law on administrative procedure for more than 20 years. In particular, it introduces rules for the registration of subsidies and pensions, the allocation of land for development, the issuance of licenses and permits, inspections of businesses, registration of real estate and businesses. From now on, the applicant will not be able to refuse the service in case of, for example, an error in the application or if the person has collected an incomplete package of documents.

The adopted law will help, in particular, activists who are fighting against illegal construction. The fact is that from now on the law has introduced a new concept of stakeholders – people who are directly or indirectly affected by a decision of the authority, for example, when an investor receives a building plot on the site of the park and starts working there. Before making a decision that affects someone's interests, the government should ask the opinion of the people, ie the neighbors of the area.
Negative decisions should motivate and explain to people how to appeal. At the same time, in the future, the body that will consider the complaint may do so together with the involvement of representatives of public organizations.
