During an interview with the EP, she stated that this procedure is not mandatory. “As far as the possibility of Finland joining without a MAP is concerned, the Membership Action Plan has never been a legal requirement for NATO membership, so Ukraine can also join the Alliance without a MAP . She explained that the MAP is a program that will help a candidate country move closer to NATO requirements. for example, a country meets all the requirements of the Alliance – it does not need an Action Plan.
“Therefore, Ukraine and any other country should not receive a Membership Action Plan and implement it if you generally meet most of the requirements,” said Christina Quinn.
