The Assembly called on states to urgently establish and fund a special International Criminal Tribunal to prosecute the Russian leadership for crimes of aggression.
PACE resolutions contain specific recommendations on the powers and procedure for establishing such a tribunal, which are in line with Ukraine's vision.
Negotiations are currently underway on the final format of the tribunal and the co-founders.
