The court allowed a special investigation into Sivkovych for dispersing Maidan students in 2013

A case has already been opened against him, but it was closed in 2014 after the adoption of the “January 16 laws”.

The court granted the request of the State Bureau of Investigation and allowed a special pre-trial investigation into former Deputy Secretary of the National Security and Defense Council of Ukraine Volodymyr Sivkovych, who is suspected of responsibility for the violent dispersal of students from Independence Square on November 30, 2013 .

Volodymyr Sivkovych is suspected of illegally obstructing protests during the Revolution of Dignity.

The DBR noted that a special pre-trial investigation will allow the indictment to be sent to court in absentia.

“The investigation established that for the violent dispersal of students from Independence Square in Kyiv on the night of November 30, 2013, the former official conspired with the former head of the Kyiv City State Administration and influenced the head of the Interior Ministry in his office.” – it is said in the message.

Sivkovich persuaded the militiaman to know the order to police officers about dispersal of citizens from the area that including violated their constitutional right to peaceful assembly.

He is suspected of organizing illegal obstruction by an official of holding rallies and organizing abuse of power by law enforcement officers with the use of physical violence (Part 3 of Article 27, Article 340 and Part 3 of Article 27, Part 2 of Article 365 of the Criminal Code of Ukraine ).

During the dispersal of students from the Independence Square on the night of November 30, 2013, police officers and servicemen Internal Troops of the Ministry of Internal Affairs of Ukraine inflicted bodily injuries of varying severity on 127 citizens. At the same time, law enforcement officers exceeded their official powers, beat protesters with batons and used gas canisters.

From March 11 to October 13, 2010, Volodymyr Sivkovych held the position of Deputy Prime Minister, responsible for the power bloc in Mykola Azarov's government. He then became Deputy Secretary of the National Security and Defense Council of Ukraine, which he held until February 28, 2014.

Sivkovych, together with the former head of the Kyiv City State Administration Oleksandr Popov , Kyiv police chief Volodymyr Koryak and a number of other officials are suspected of involvement in the dispersal of the student Euromaidan on the night of November 30, 2013. In mid-December 2013, he was even removed from office. However, on 12 February 2014, criminal proceedings against Sivkovich and others were open by court order due to the amnesty law, and On February 19, he worked again in the National Security and Defense Council. Sivkovich left for Russia at the end of February 2014.

On June 10, 2020, Volodymyr Sivkovych was declared internationally wanted.
