The Assembly of the Inter-Parliamentary Union condemned Russia's annexation of Ukrainian territories

The resolution was supported by parliamentarians of 119 countries.

At the meeting of the 145th Assembly of the Inter-Parliamentary Union in African parliamentarians from 119 countries supported the resolution condemning the invasion of Ukraine and attempts to annex Ukrainian territories. This is reported by the press service of the Apparatus of the Verkhovna Rada.

As deputy Lesya Vasylenko noted, the MPS Assembly condemns the actions of the Russian Federation for the second time in a row, which is an unprecedented breakthrough for this organization, as such support has not been seen in the 120 years of the organization's existence. In particular, India supported the resolution with all votes.

Condemnation of the invasion of Ukraine and the subsequent annexation of territories to protect the territorial integrity of all states

145th Assembly of the Inter-Parliamentary Union,

October 14, 2022

(1) Recalling that the invasion of the sovereign state of Ukraine led to the death and maiming of thousands of civilians and military personnel, the destruction of cities and infrastructure, and the displacement of millions of people as war refugees,

(2) Considering that the Inter-Parliamentary Union (IPU) works for peace and cooperation among peoples and for the promotion and protection of human rights, which are universal in nature and unrestricted respect for which is essential to democracy and the development of all peoples ,

(3) Noting the adoption on March 23, 2022 by the 144th Assembly of the IPU in Nusa Dua, Indonesia, of the resolution in favor of “a peaceful resolution of the war in Ukraine in compliance with international law, the Charter of the United Nations and territorial integrity”,

(4) Bearing in mind that the Charter of the United Nations states that “all members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State”,

(5) Taking into account United Nations General Assembly Resolution ES-11/2 on the humanitarian consequences of aggression against Ukraine, which calls for an immediate cessation of hostilities, including any attacks on civilians and civilian objects ,

(6) Considering UN Human Rights Council Resolution 49/1 of
March 4, 2022 on the situation with human rights in Ukraine as a result of Russian aggression, as well as resolution S-34/1 of the UN Human Rights Council of May 12, 2022 with a call to investigate war crimes committed on the territory of Ukraine, p>

(7) Having regard to the content of the Geneva Conventions of 1949, especially the Fourth Convention for the Protection of Civilian Population in Time of War and the Additional Protocols thereto,

(8) Realizing that the military aggression against Ukraine has been going on for eight months, despite numerous calls from the international community to put an end to the conflict and the suffering of the civilian population caused by it,

1. Calls again for an immediate end to the Russian military occupation of sovereign Ukrainian territory, the restoration of its territorial integrity to its internationally recognized borders, which extends to its territorial waters, and, therefore, the rule of international law;

2. Strongly condemns serious violations of human dignity and flagrant violations of human rights occurring in Kyiv, Kharkiv, Sumy, Chernihiv and other regions;

3. Also condemns the use of extrajudicial executions, sexual and gender-based violence and inhuman or degrading treatment as a weapon of war, in flagrant violation of the Geneva Conventions on the Treatment of Prisoners of War, the Care and Relief of the Wounded and Sick, and the Adequate Protection of the Civilian Population;< /p>

4. Reconfirms the importance of respecting the sovereignty and territorial integrity of all countries in connection with the territorial annexation of Russia;

5. Supports the resolutions of various international bodies regarding the investigation and prosecution of those guilty of possible war crimes committed in Ukraine, in particular the massacre in Mariupol, the evidence of secret mass burials found in Izyum, the tragic events in Buch, hundreds of attacks on the country's healthcare infrastructure, the use of unguided bombs and cluster munitions against the civilian population in Chernihiv and Okhtyrka, among others;
