“Russia's statements about reduced activity around Kiev and reports of the withdrawal of some Russian units from these areas may indicate that Russia has lost its initiative in the region,” the statement said.

The British also believe that Russia can transfer its forces to the combat zone in Donetsk and Luhansk regions.
