The Swiss authorities have decided to give refugees from Ukraine a unique status that has never been given to anyone in history. This is a special status “S”, according to SwissInfo.
This status was developed in the 1990s, when there was war in the Balkans. It was created as an option for quick reception of refugees outside of long bureaucratic procedures. However, when the procedure was developed and adopted in 1999, the war ended and the status was never granted to anyone.
From now on, “S” status will be granted to Ukrainians and family members, as well as to third-country nationals who had a permanent residence permit in Ukraine before the start of the full-scale war and cannot return safely to their own country. But those who have already received protection in an EU country will not be able to obtain this status.
According to the norms of the status, he grants the right to reside in Switzerland for one year, with the possibility of extension until the war continues. Adults will be able to look for work, and children will be able to study in local schools. In addition, refugees will receive financial support of up to $ 1,600 per month per person. In five years, if the war does not end, status holders can obtain a permanent residence permit.
The innovation is that people with this status can travel freely within the Schengen area.
According to lawyers, the status was not applied during the refugee waves as a result of the “Arab Spring”, the war in Syria and Afghanistan, primarily because it was developed in the event of conflicts “on the threshold of Europe” – including for security reasons, so that potential terrorists do not enter the country.
At least 11,000 Ukrainians have arrived in Switzerland since the start of the full-scale war – at least as many have already registered. The federal government has said it is ready to host up to 60,000 people, but cantonal authorities have been tasked with preparing for the worst-case scenario, with up to 300,000 Ukrainians expected to arrive in Switzerland by the end of the year.
Switzerland has prepared about 5,000 places for Ukrainians in federal refugee centers, and individuals are also ready to offer a roof over their heads for 45,000 people.
