The Ministry of Regional Development and the Association of Ukrainian Cities do not support the ideas set out in the draft law №7247.
The Association of Ukrainian Cities does not support the bill “On Amendments to the Law of Ukraine” On the Organization of Labor Relations in Martial Law “on the procedure for awarding bonuses to officials of local governments” [7247]. The Ministry of Regional Development supported the position of the Association of Ukrainian Cities on the inadmissibility of interference by local governments in internal affairs. The relevant message was published on the AUC website.
It is noted that the draft law № 7247 proposes to introduce the intervention of regional state (military) administrations in the internal affairs of local governments. The AUC is convinced that it violates the constitutional principles of the division of powers between state power and local self-government, undermines the relationship between local self-government and state power, and during martial law – the country's defense capabilities.
The AUC set out its position in letters to the Speaker of the Verkhovna Rada, chairmen of factions and groups, and chairmen of parliamentary committees. The Association also appealed to the Ministry of Regional Development.
“By a letter dated May 23, 2022, the Ministry of Development of Communities and Territories of Ukraine stated that it did not support the ideas set out in Bill №7247 and was ready to provide an opinion at the request of the Verkhovna Rada Committee on State Power, Local Government, Regional Development and Urban Development. “, – noted in the AUC.

It will be recalled that the Parliamentary Committee on Social Policy and Protection of Veterans' Rights, supporting the AUC's position, decided to recommend the Verkhovna Rada of Ukraine to reject Bill №7247 and refused to reconsider this decision at the request of the bill's authors.
