Moreover, there is no other state that would enter the family of UN member states without observing the procedure provided by the Organization's Charter.

“The documents, the content of which became to our knowledge, they testify: from the very beginning of the procedure for the Russian Federation to join the UN, there were numerous substitutions of concepts, manipulations and disregard for UN procedural norms,” the authors note.
The provisions of Article 3 of the UN Charter provide that the original members of the United Nations are the states:
- that took part in the Conference in San Francisco (1945) on the creation of an international organization or
- signed the United Nations Declaration of January 1, 1942 ( Washington);
- signed and ratified the UN Charter in accordance with the provisions of Article 110 of the UN Charter.
Currently The Russian Federation does not meet any of the above requirements, the authors note. In particular, the RSFSR was not a participant in the 1945 Conference or a signatory in 1942.
A separate obstacle for the Russian Federation is the requirement to ratify the Statute UN. As you know, the Soviet Union submitted a certificate of ratificationOn October 24, 1945, becoming the 29th country to deposit it in accordance with Article 110 of the UN Charter, due to which the Charter itself began to operate. And now October 24 is celebrated in the worldas UN Day. The letters of ratification of the BRSR and the Ukrainian SSR were also submitted (The Presidium of the Verkhovna Rada of the Ukrainian SSR ratified the UN Charter on August 22, 1945). Meanwhileneither the RSFSR (due to lack of grounds for this), nor the Russian Federation never ratified the UN Charter, due to which it isnot mandatory for this country, which is quite normal and characteristic span>non-member countries, the authors of the article note.
Article 4 of the UN Charter allows other states to become members of the UN under the following conditions:

In view of the above, it is absolutely groundless to consider the Russian Federation a country — member of the UN or its Security Council, concluded the authors of the article.
