The new head already worked in the SBU, but resigned after the arrival of Bakanov.
Deputy of the Department of National State Protection Service of Security of Ukraine in August 2022, Artem Shilo was appointed, who in recent years was a freelance adviser to the entire Office of the President, and before that he already worked in the Security Service of Ukraine – at that time he was accused of involvement in the abuse of his official position, according to the material of “Our Money” .
In his new position, Shilo oversees the activities of the unit, which is an analogue of the infamous Main Department of Counterintelligence Protection of the State's Interests in the Field of Economic Security – the so-called “economic counterintelligence”. This unit has repeatedly been involved in various scandals, such as taxation of importers of medical drugsduring Poroshenko's time. However, under the new government, one of the people involved in that case – Mykola Bezzubenko – became an adviser to the head of the Office of the President Andriy Yermak and defended his thesis on tax evasion under the scientific supervision of Oleg Tatarov. “In anonymous commissioned publications, he was accused of stealing money from bank accounts, allegedly carried out with the help of hackers, whose activities were controlled by Shila's department. There was no evidence of corruption, but his family was not poor. “Schem” journalists found out that Shila's family has an estate near Kyiv registered to his father. It is about a cottage in “Zoloche” (Vyshenki village) in Boryspil district,” Our Money notes.
During the redistribution of spheres of influence in the SBU between Yermak's and Bakanov's factions in 2021, he resigned from the service. According to official data, in February 2022, Artem Viktorovych Shilo opened and in July closed a FOP in Kharkiv, registered for activities in the field of law and informatization. At the same time, in April 2022, he founded the legal LLC “Prikker” in Kyiv, the director of which is his father – Viktor Shylo.
Investigators also found traces of Artem Shylo in 2021 at “Ukrzaliznytsia” – his name talking with Yevhen Lyashchenko. The latter is the former head of Rinat Akhmetov's Media Group Ukraine, and in 2021 was appointed a member of the board of Ukrzaliznytsia.
“Now Lyashchenko is called close to the leadership of the President's Office,” the publication emphasizes.
Artem Shilo returned to the SBU immediately after it was headed by Vasyl Malyuk after Ivan Bakanov's dismissal.
“In the period between his dismissal and his appointment to the SBU, Malyuk was the Deputy Minister of Internal Affairs. In the same period, Malyuk lit up at the celebration of Tatarov's birthday together with the deputy head of the Prosecutor General's Office Oleksiy Symonenko. That gave observers a reason to say that Malyuk is in the orbit of influence of Tatarov, who oversees law enforcement agencies in the President's Office,” notes the author of the article, the founder of the “Our Money” project Yuriy Nikolov.

At the same time, journalists they traced another feature: Artem Shilo is the son of Olga Shilo, one of the heads of departments of the Yaroslav the Wise National University of Law, who, together with the deputy head of the President's Office Oleg Tatarov, is a member of the editorial board of the journal “Criminal Justice Herald”.
