Partners are ready to give funds to Ukraine, but will control their spending independently.
Presented by the European Commission in October, the RecoverUkraine platform is likely will become the coordinating structure that will regulate the recovery of Ukraine. So, on October 25, during the conference on the recovery of Ukraine in Berlin, the European Commission will present its vision, which will differ from the recovery plan presented in Lugano by greater accuracy and specificity. A platform is also expected to be proposed as the basis of a relief mechanism.
Researchers of the German Marshall Fund GMF predict that the RecoverUkraine platform will become the basis for coordinating the main reconstruction plans in Ukraine, and transparency will be the main principle of the distribution of donor funds from the very first day.
“The Ukrainian concept is “give us money, and we will decide where to spend it” looks much weaker compared to the European “money in exchange for reforms”, – notes the author.
She adds that with the implementation of this plan, Ukraine will determine the priorities of recovery, and international partners – with financing conditions and mechanisms.
“The first coordinator of the platform should be an “American with a global status” – a strong politician who has a rating in the USA and is an “entrance” to world leaders. He should be elected by the G7 and Ukraine and be accountable to them, but will have significant autonomy in decision-making,” Bohuslavets predicts.
