The decree on its creation was signed by the President of our country only on April 4.
Today, April 4, President of Ukraine Volodymyr Zelensky signed a decree formally establishing a delegation for talks with Russia on security guarantees. The relevant document is posted on the website of the head of state.
The delegation included:
- Arahamiya Davyd Heorhiyovych – People's Deputy of Ukraine, Chairman of the Delegation
- Kostin Andriy Yevhenovych – People's Deputy of Ukraine, Member of the Delegation (by consent)
- Lubynets Dmytro Valeriiovych – People's Deputy of Ukraine, Member of the Delegation (by consent)
- Malyuska Denys Leontiyovych – Minister of Justice of Ukraine, member of the delegation
- Podoliak Mykhailo Mykhailovych – Advisor to the Head of the Office of the President of Ukraine, member of the delegation
- Reznikov Oleksiy Yuriyovych – Minister Defense of Ukraine, member of the delegation
- Tochytskyi Mykola Stanislavovych – Deputy Minister for Foreign Affairs of Ukraine, member of the delegation
- Pomerov Rustem Enverovych – People's Deputy of Ukraine, member of the delegation (by consent)
- Malinovsky Oleksandr Petrovych – international lawyer, expert of the delegation
- Chaly Oleksandr Oleksandrovych – Ambassador Extraordinary and Plenipotentiary of Ukraine, expert of the delegation.

If the decree on the formation of the delegation was signed by the head of state only on April 4, 2022, then a number of questions arise:
1) In what capacity did the above-mentioned people negotiate with the Russian delegation so far?
2 ) What presidential directives did Oleksandr Chaly talk about in a TV interview, if the directives for negotiations are issued to a specific delegation, and most importantly
3) Russian delegation, if at that time the Ukrainian delegation was not approved by presidential decree?
