“Thank you to everyone who joined the use of such a form of interaction between the government and society as an electronic petition and expressed an appropriate position on the problems that concern ycix Ukrainians, in particular, on issues related to mobilization as one of the important components of ensuring the defense of the state,” Zelenskyi said.

The head of state explained that he can act only on the basis of the Constitution and laws of Ukraine, and the protection of the Motherland, its independence and territorial integrity, according to the Constitution, is the duty of citizens.

He added that according to the law of Ukraine ” “On mobilization preparation and mobilization”, the organization and order of this process are determined by laws, acts of the President and the Cabinet of Ministers.

In particular, the president provides general guidance on mobilization, as well as outlines its purpose, tasks, procedure, type, scope, and timing. At the same time, the organization is managed by the Cabinet of Ministers, and the direct implementation of relevant measures is carried out by the heads of central executive bodies and other state institutions and the central management bodies of certain military formations.

In addition, the Ministry of Defense through the General Staff of the Armed Forces plans and conducts mobilization in the Armed Forces of Ukraine and participates in its organization in other military formations.

According to the president, the order of conscription for military service of reservists and conscripts during mobilization is determined by the laws “On military duty and military service” and “On mobilization training and mobilization”.

Zelensky noted that such events are held to supplement military positions, according to the wartime staff, in the terms determined by the mobilization plans of the Armed Forces or other formations.

The procedure for notifying conscripts and handing them draft summons during mobilization is regulated by acts of the Cabinet of Ministers, the Ministry of Defense and the General Staff.

“Taking into account the above, I appealed to the Prime Minister of Ukraine D. Shmyhal with a request to comprehensively work out the issue raised in the electronic petition in the context of compliance with the rights of citizens and legislation on military duty and military service,” concluded the President of Ukraine.

Earlier, Defense Minister Oleksiy Reznikov explained that summons received by conscripts do not mean that a person will be sent to the front.
