The law also provides for the suspension of VAT registration for new simplifications instead of cancellation.
The Verkhovna Rada exempted imports from duties and VAT. For the adoption of the bill №7190 voted 353 deputies for a minimum of 226.
The document provides for the exemption of imports from duties and VAT, as well as the suspension of registration by the VAT payer for new simplifications instead of cancellation.
Major changes for importers:
- Imports of imported goods are exempt from duties (the norm does not apply to products from Russia and Belarus).
- From April 1, 2022 until the end of martial law, transactions on the import of goods “simplified” 1-3 groups are exempt from VAT.
- For the list of goods determined by the Cabinet of Ministers, the obligation to submit permits required for import (sanitary, environmental and others) is abolished.
We will remind, earlier the President of Ukraine Vladimir Zelensky charged the Cabinet of Ministers, the secretary of the National Security and Defense Council and the chairman of the Verkhovna Rada to develop the format allowing to accelerate deliveries of all necessary goods from abroad.
Subsequently, Prime Minister Denis Shmygal clarified the provisions of the bill, which the government submitted to the Verkhovna Rada. According to him, according to the amendments to the Customs and Tax Codes, those who want to stay in the common system pay only VAT. Those who just want to take the goods to Ukraine without any customs clearance, will fill out a cargo customs declaration in advance and pass.
