Russia has blocked the approval of the final document of the Nuclear Non-Proliferation Treaty of weapons (DNYAZ), which, in particular, criticized the capture of the largest nuclear power plant in Europe — the Ukrainian ZAEP by Russian troops. Deputy Director of the Department for Non-Proliferation and Arms Control of the Ministry of Foreign Affairs of the Russian Federation Ihor Vyshnevetskyi stated at the final meeting of the conference that “unfortunately, there is no consensus on this document.” He emphasized that many countries, not just Russia, disagreed with “a number of issues” in the 36-page draft agreement.

The final document required the approval of all countries at the conference that are parties to the nuclear non-proliferation treaty. weapons and, ultimately, to achieve a world without them.

Argentina's Gustavo Zlauvinen, the conference's president, said the final draft was the result of his best efforts to address the differences in views and expectations of the parties “for a progressive outcome” at a time in history when “the world is increasingly destabilized by conflict and, most worryingly, permanent the growing prospect of nuclear war”.

“I see that at this time the conference is not able to reach an agreement on its main work”, Zlauvinen said after Vishnivetskyi's speech.

The NPT conference is supposed to be held every five years, but the last conference was postponed due to the COVID-19 pandemic. This is the second time that 191 member states have failed to agree on a final document. In particular, the conference in 2015 ended without an agreement due to serious disagreements over the creation of a zone free of weapons of mass destruction in the Middle East.

Those differences have not disappeared, but are being debated, and drafts of the final documents obtained by The Associated Press were intended to emphasize the importance of establishing a nuclear-free zone in the Middle East. Therefore, this year this issue was not considered the main obstacle.

The topic that changed the dynamics of the conference was Russia's invasion of Ukraine, which led to statements by Russian President Vladimir Putin that the Russian Federation is “powerful.” by a nuclear power and that any attempt to intervene would lead to “unprecedented consequences”. In addition, the Russian Federation has put its nuclear forces on high alert.

Putin has since softened his statements somewhat, saying that “a nuclear war cannot be won, it can never be started.” This message was repeated by a high-ranking Russian official on the opening day of the NPT conference on August 2.

But the initial threat by the head of the Kremlin and the occupation of the Zaporizhia NPP, as well as the seizure of the Chernobyl NPP, the site of the worst nuclear disaster in the world, renewed global fears about another nuclear disaster emergency situation.

Four references in the draft final document concerning the situation at the ZNPP included expressions of “serious concern about military actions” at the facility and other nuclear plants. The agreement also had to recognize Ukraine's loss of control and the failure of the International Atomic Energy Agency to ensure the protection of the plant's nuclear material. In addition, the agreement was to support efforts by the IAEA to visit Zaporizhzhia to ensure there is no diversion of nuclear materials, a trip the agency's director hopes to organize in the coming days.

The draft agreement also expressed “serious concern” about the safety of Ukraine's nuclear facilities, in particular the ZNPP, and emphasized the “extreme importance of ensuring control by the competent authorities of Ukraine”.

After the conference did not adopt the document , dozens of countries expressed their views.

Indonesia, speaking on behalf of the Non-Aligned Movement, which includes 120 developing countries, expressed disappointment at the failure, calling the outcome document “extremely important.”

< p>The representative of France, Yann Hwang, read a statement on behalf of 56 countries and the EU, which confirmed unwavering support for Ukraine and expressed concern about “Russia's dangerous nuclear rhetoric, actions and provocative statements regarding increasing the level of nuclear preparedness”.

The countries expressed deep concern that Russia is undermining international peace and the goals of the NPT by “waging an illegal war of aggression against Ukraine”.

The deputy head of the Russian delegation, Andrey Belousov, stated that the conference has become a “political hostage” for countries that “poison the discussions” with political language regarding Ukraine and intend to “settle scores with Russia by raising issues that do not directly relate to the treaty.”

< p>“These states, namely Ukraine and supporters of the Kyiv regime, are fully responsible for the lack of a final positive result,” he said.

Adam Sheinman, the U.S. special representative for nuclear non-proliferation, noted that the final draft of the agreement did not mention Russia, and he said it underestimated the situation at the Zaporizhzhia nuclear power plant “and does not recognize the well-known truth that the risk of radiation disaster exists only because a war of Russia's choice.”

“Russia is the reason why we do not have a consensus today. The last-minute changes sought by Russia were not secondary in nature. They aimed to cover Russia's obvious intention to erase Ukraine from the world map,” he said.

Under the provisions of the NPT, the five major nuclear powers—the United States, China, Russia (formerly the Soviet Union), the United Kingdom, and France—agreed to negotiate the elimination of their nuclear arsenals over time, and the non-nuclear-weapon states pledged not to develop it in exchange for a guarantee of the possibility of developing atomic energy for peaceful purposes.

The draft outcome document expressed deep concern that “the threat of the use of nuclear weapons is greater today than at any time since the height of the Cold War and the deterioration of the international security environment.” It also committed the treaty's members to “make every effort to ensure that nuclear weapons are never used again.”

British analyst Rebecca Johnson said that “after weeks of wartime negotiations, unprecedented global risks and heightened nuclear threats, now more than ever it is clear that giving up nuclear weapons is urgent and necessary.”
