This is a violation of Russia's norms of international law – the NBU.
The National Bank reacted angrily to the restriction of the turnover of cash and non-cash hryvnia, as well as the introduction of the Russian ruble in areas that are temporarily under threat of occupation, in particular the Zaporozhye and Kherson regions. The NBU considers it inadmissible, the regulator said.
It is noted that information on this “initiative” comes from banks, as well as the media. At the same time, such actions of the Russian invaders are impossible without the criminal support and political will of the leadership of the Central Bank of the Russian Federation.
The NBU notes that according to the Constitution of Ukraine, the only currency of Ukraine is the hryvnia. Issuance and circulation on the territory of Ukraine of other monetary units and the use of monetary surrogates as a means of payment is prohibited.
“Accordingly, the National Bank: considers unacceptable assistance to military aggression of Russian invaders, in particular, any restriction on the circulation of Ukraine's currency – the hryvnia; .
The NBU claims that the actions of the Russian invaders to limit the turnover of cash and non-cash hryvnia and attempts to introduce the turnover of the Russian ruble in the temporarily occupied territories of Ukraine violate international law.
Russia is creating additional preconditions for a humanitarian crisis in the temporarily occupied territories of Ukraine. The aggressor state must stop its attempts at financial terror of Ukrainians.
“The National Bank requests the Office of the Prosecutor General of Ukraine to take this information into account when preparing lawsuits in the relevant international courts,” the NBU said.
