Ukraine should not rely on the availability of free resources in the EU.
Available resource in underground gas storage facilities Ukraine has enough until the end of 2022, but it is necessary to focus on its purchases in the first quarter of 2023 – the most risky part of the future heating period. The main challenge for us is not so much the price of fuel as its availability. Leonid Unihovskyi, Volodymyr Nosko and Natalia Kutsan write about this for ZN.UA in the article – “In search of gas”.
In the first quarter of 2023, the European Union will need additional 4 .29 billion cubic meters of gas. In fact, Europe will be faced with a choice: to increase imports in all directions or to reduce consumption even more significantly. Therefore, Ukraine should not rely on the availability of a free resource in the EU in the first quarter of 2023.
The best option would be to purchase gas through the joint procurement platform of the EU countries. Ukraine can participate in such purchases, but it is necessary to actively communicate with EU representatives on this issue.
A certain resource may also be in Romania and, perhaps, in Turkey, but this direction of supply needs additional analysis, because Turkey supplies a mixed resource (including Russian gas).
In any case, in order to be guaranteed to receive a certain amount of gas, it is necessary to conclude a long-term contract for its supply as soon as possible, since prices in such contracts are usually lower and relatively stable with spot prices.
