According to the European Commission, in the case of a severe winter, 1.5% of the region's gross domestic product may be at risk.
The European Commission is working on the assumption that Russia will not resume full supplies through the Nord Stream 1 pipeline, which was closed for repairs earlier this month, European Budget Commissioner Johannes Hahn said.
The reduction of gas supplies from the Russian Federation affected 12 EU member states. Total supplies from Russia in June were less than 30% of the 2016-2021 average.
According to diplomats, the planned regulation would give the European Commission the right to declare an EU-wide alert if there is a significant risk of a serious supply shortage or a surge in demand.
The resolution will require the approval of member states, which the European Commission may request as early as next week during an emergency meeting of energy ministers. A large group of countries oppose mandatory gas cuts, arguing that national governments already have contingency plans and will cut demand regardless of whether the EU demands it.
