Softer sanctions against Belarus may help Russia circumvent a number of bans – ISW

The territory of the Republic of Belarus will now serve the Russian Federation not only as a military base, but also as a repair site for aviation.

Recently the Russian and Belarusian governments signed urgent agreement on carrying out repair and restoration works of aviation equipment. In this way, the Russian Federation is trying to circumvent Western sanctions, analysts of the Institute for the Study of War (ISW) believe. In particular, the ban on the supply of components prevents the construction of high-precision weapons and repair work. But Russia is looking for ways to circumvent sanctions. Agreement with Iran in the aviation industry,a similar contract with Belarus will contribute to solving the current difficulties.

“This agreement may be part of Russia's attempt to use a softer sanctions regime against Belarus to circumvent sectoral sanctions,” the ISW report says.

Although Belarus also has some restrictions, they are aimed mainly at individual enterprises, in particular those that produce radar systems, cars and repair tracked vehicles. It is not yet known to what extent the sanctions have affected the import of aviation spare parts. It is likely that it is much easier for Belarus to purchase the necessary parts than for the Russian Federation.
