Fulfillment of these requirements will provide the domestic market with only high-quality products according to European standards.
From September 1, 2022, the order of the Ministry of Agrarian Policy “On approval of Requirements for types of sugar intended for human consumption” will enter into force. The order was adopted 5 years ago – in December 2017, but the document had a five-year transition period.
Another nuance regarding the entry into force of the order was included in the document in May 2022. Amendments to the order provided that the sugar requirements would come into force on September 1, but in practice these requirements would begin to apply 3 months after the termination or lifting of martial law.
The purpose of this order is to bring the requirements of Ukrainian sugar production to EU standards.
The specified order was developed with the aim of harmonizing Ukrainian legislation with EU legislation in terms of requirements for sugar and its types intended for public consumption.
In addition, the requirements for sugar production in Ukraine will be adapted to the provisions of the Codex Alimentarius (FAO/WHO international food standards).
The document contains requirements for the terminology and labeling of types of sugar intended for human consumption. Fulfillment of these requirements will provide the domestic market with high-quality products and significantly expand Ukraine's opportunities to enter world markets.
It should be noted that today Ukrainian sugar factories produce white sugar according to DSTU 4623:2006 “White sugar. Technical conditions”, according to which most norms of sugar indicators meet the requirements contained in EU Council Directive No. 2001/111/EC.
However, the above-mentioned state standard of Ukraine is currently voluntary, therefore the order of the Ministry of Agriculture will obligate domestic sugar producers to meet the requirements for the types of sugar intended for human consumption.
