According to Western analysts, the Russian dictator can decide on this if he is cornered.
Russia can use nuclear weapons only if it sees a “real threat to the state,” Kremlin Speaker Dmitry Peskov said on CNN.
“We have the concept of national security, it is publicly available, you can read all the reasons why nuclear weapons can be used. That is, if there is a threat to the existence of the country, it can be used in accordance with our concept, “Peskov said.
There are no other reasons for using nuclear weapons, he said.
According to Peskov, the “special operation” (in Russia it is forbidden to call the war against neighboring countries a war – ed.) “Is going according to plan” and the top leadership of the aggressor country allegedly did not expect to capture Ukraine in a few days.
However, on the morning of February 26, two days after the invasion began, the Russian propaganda agency RIA Novosti published an obituary article for Ukraine on the “completion of the special operation.”
The occupiers were so confident of a quick victory that they did not change the date of the pre-prepared material, it went online and hung on the site until it was removed.
Russian troops met with desperate resistance from the Ukrainians and suffered heavy losses in manpower and equipment, lost offensive potential and were forced to prepare for trench warfare. The failure of the blitzkrieg in the Kremlin has to be explained by the fact that “it was intended” initially.
The lie that Russia is not preparing to attack Ukraine (although to withdraw troops, stockpile food, fuel and blood bank Russia began in the fall), Peskov explained that in Moscow “hoped for progress in negotiations on the Minsk agreements” and not expected that “Ukraine will attack the Donbass.”
The Kremlin also explained the “preventive” attack on Ukraine by the propaganda thesis about the need to “protect Donbass from Ukraine.” It should be noted that in resolving the issues of the temporarily occupied territories , Ukraine relied entirely on diplomatic, not military, to avoid a large number of civilian casualties.
To give weight to this blatantly false thesis, the Russian Defense Ministry even photographed “secret documents of the National Guard of Ukraine” about the preparation of the offensive in Donbass in February.
Peskov also blamed the shelling of civilian facilities, kindergartens, schools, hospitals and maternity hospitals by the Russians. However, captured Russian servicemen said at press conferences that they had received an order from the command to bomb civilian objects .

It will be recalled that on February 27, Vladimir Putin instructed the generals to transfer units with nuclear missiles into combat duty. In response, the UN reminded Putin that there are no winners with nuclear weapons , only casualties.
According to Western analysts and journalists, Putin could decide on a nuclear strike if all other plans to force Ukraine to capitulate on Kremlin terms fail. And this step will be a gesture of despair of the dictator driven into a corner.
