According to the bloody president, the decree on partial mobilization has already been signed. “Only citizens who are currently in the reserve and, first of all, those who served in the ranks of the Armed Forces, have certain military accounting specialties and relevant experience will be subject to conscription,” Putin said during his speech.

As reported, the State Duma of Russia introduces the concepts of “mobilization”, “martial law” and “wartime” into the country's criminal code. In addition to these, on the eve of the relevant draft law, many other amendments were made.

In Russia, the introduction of these amendments is associated with the possible holding of “referendums” in the temporarily occupied territories of Ukraine. The fact is that if regions where hostilities continue are annexed to the Russian Federation, this will actually be the introduction of martial law.

On February 24, Putin promised the Russians a special military operation, not general mobilization and martial law. Now the situation is completely different, and these amendments, in fact, only confirm the failure of “SVO”.
