Almost two weeks after the letter in which Lukoil warned of the impending catastrophe, Russia has not yet decided what to do with it.
Oil refining in Russia, which is not yet under full embargo, but is just beginning to feel the first effects of Western sanctions, has faced a sharp decline in fuel oil shipments, resulting in the formation of surplus fuel in storage. This was announced in a letter to Russian Deputy Prime Minister Alexander Novak by the president and co-owner of the second largest oil company in Russia, Lukoil Vagit Alekperov, the newspaper “Kommersant”.
It is significant that the letter is dated March 25, when the situation with the boycott of Russian oil in the world was just beginning to develop, even with relatively moderate restrictions in the form of sanctions from some Western countries.
In the letter, Alekperov warns that filling storages could lead to the shutdown of refineries (refineries) and reduced fuel production.
In this regard, Alekperov proposes to temporarily abolish high fines for negative environmental impact . The same easing is needed for the combustion of associated petroleum gas, which, according to Lukoil, may increase due to the temporary inability to sell liquefied hydrocarbon gases abroad, the newspaper writes.
In addition, due to excess fuel oil, Alekperov asks Alekperov to redirect its volumes as fuel to the CHP to avoid shutting down the refinery.
. According to energy market rules, generating companies must use the cheapest fuel available; as a rule, it is gas. Fuel oil is used only in case of gas supply interruptions or when the limits of its consumption are exhausted.

Due to the increased use of fuel oil at CHPs in oil companies, payments for negative impact on the environment (NVO) will also increase. Currently, no more than 5% of the extracted APG is allowed to be burned, the rest is useful, for example, for processing or injection into the reservoir, the newspaper notes.
The Ministry of Environment of the Russian Federation believes that the approval of Lukoil's proposals will lead to non-receipt of funds from regional budgets for the environment .
The Ministry of Energy of the Russian Federation reported that the newspaper was working on this issue. Lukoil and the Ministry of Environment did not comment on the situation to Kommersant.
