“For residents of Kyiv who have been forced to leave their homes and do not have the opportunity to transfer meter readings in time, calculations are carried out according to the average volume of consumption – based on data from previous periods for each apartment. After the consumer provides updated data, the indicators will be adjusted and recalculated,” the message says. .
Consumers who have a boiler installed, the readings of water meters must also be transmitted monthly, even if they are unchanged.
Moreover, as follows from the clarification, the “Communal Service Center” is not satisfied with the indications that can be transmitted by filling out a receipt or, for example, through banking applications such as “Privat24”.
It is necessary to transfer exclusively by phone or on the website of the service provider, in a personal account. Although three years ago, the specified utility center accepted meter readings in four ways.

- if your home is destroyed,
- if you prove your absence from your place of residence for more than 30 days,
- if the utility service was provided in poor quality or not in full.
As noted in the Ministry of Development of Communities and Territories of Ukraine, if consumers are absent from home for more than 30 days, they must contact to service providers so that they are not charged. The application must be submitted to the supplier together with a certificate of an internally displaced person, or, for example, a document certifying service in the Armed Forces.
That is, recalculation of charges is not the only way how not to pay for services that were not used, as reported by the “Community Service Center”. several months, in some areas – from the beginning of May. Therefore, charges for the service should also not be made.
In addition, consumers should note that under martial law conditions and within three months after its completion, verification of measuring equipment in Ukraine is not carried out. This is stated in the resolution of the Cabinet of Ministers “Some issues of verification of legally regulated measuring equipment in the conditions of martial law” dated 04/05/2022, which was published on the “Government Portal”.
However, in Kyiv, some service providers not only remain silent about the existence of the Cabinet of Ministers resolution, but also offer their consumers to have their meters checked during the war.
