- Allow free lifelong vocational training in other professions , but not earlier than 3 years after the completion of free vocational education in a previously acquired profession, provided that there is a confirmed insurance record of at least 2 years, and the availability of vacancies after enrollment of persons who receive vocational education for the first time;
- Establish that before the end of the 3-year period and/or in the absence of confirmed insurance experience, the person has the right to receive professional education free of charge in another profession, if due to health she has lost the opportunity to perform work in the previously acquired profession , or upon request to urgently meet the needs of the state (region) in training the necessary skilled workers regional) order, or in other cases provided by law;
- Prohibit vocational education institutions from refusing to accept documents and enrollment in the state or regional order in the absence of registration of residence of the person in the relevant territorial community;
- Establish that until the completion of the transfer of vocational education institutions from state to municipal ownership provided by law powers The founders of vocational education institutions are carried out by local authorities determined by the decision of the Cabinet of Ministers;
