The general noted that after cases of flights of drones over barracks and military facilities, as well as explosions on the Nord Stream gas pipelines, Germany's defenses have strengthened their readiness for possible new attacks.
“We are not talking about an enemy army with soldiers and tanks attacking our country. But attacks on infrastructure are possible, which are designed to sow uncertainty among the population and shake confidence in our state,” said Breyer
He added that the investigation into the attack on the Nord Stream gas pipelines is still ongoing, and it is possible no one will ever be able to prove with certainty who is behind it, but such a hybrid situation between war and peace “always involves several strikes”.
“Every substation, every power plant, every pipeline can be attacked, can become a possible target. Germany should monitor this and listen to its security services while possible attacks are being planned, which are the most likely scenarios. But you cannot protect every power pole,” the general noted.
He added that Russia's attack on Ukraine and the new security situation in Europe showed that war in Europe is possible again.
