The White House believes that there are more effective ways to support Ukraine and punish the aggressor.
The US Congress submitted three draft laws, related to Russian aggression against Ukraine: about recognition of the Russian Federation as a state sponsor of terrorism and recognition of Russia's actions in Ukraine as genocide.

Republican senator Lindsey Graham introduced bills on the state sponsor of terrorism status for Russiaand a member of the House of Representatives, Democrat Ted Lew, a bill on the genocide of Ukrainians by the Russian military – Democrat Congressman Steve Cohen.

“At the direction of President Vladimir Putin, the government of the Russian Federation encouraged and continues to encourage acts of international terrorism against political opponents and nation states,” Graham's draft law states.
The document mentions the role of the Russian Federation in wars in Chechnya, Syria (recognized by the USA as a state sponsor of terrorism) and Ukraine, as well as the use of mercenaries of the Wagner PMC in combat operations.
“The US Ministry of Finance qualifies PMV “Wagner” as a proxy force of the Ministry of Defense of the Russian Federation. The activities of the “Wagnerians” in countries such as Ukraine, Syria, Sudan, and Libya have led to instability and incitement to violence against innocent civilians,” the document emphasizes.
Graham also refers to the appeal of the Verkhovna Rada to Congress from call to recognize Russia as a state sponsor of terrorism. Similar arguments are given in Lew's bill.
In his bill on genocide, Steve Cohen reminds us of the responsibility of the Russian military for war crimes in Buch in the Kyiv region.
The congressman also points to numerous documented evidence of war crimes committed by the occupiers in Ukraine, which fall under the criteria of Article II of the Genocide Convention.
