Among the changes are increased responsibility for air pollution and digitization of regulation.
On July 9, the Verkhovna Rada updated the law “On Protection of Atmospheric Air”, changing the algorithm of interaction between the state, business and the public in issues of issuing emission permits and control over air pollution, reports the press service of the Cabinet of Ministers.< /span>
What has changed:
- a clear list of documents required for obtaining emission permits is defined;
- permissive procedure was transferred to the online format. This will allow the business to refuse papers and trips to TsNAPs or the Ministry of Environment;
- public participation in decision-making is ensured;
- the online platform will allow step-by-step monitoring of obtaining a permit by the enterprise;
- it is planned to launch the electronic module “e-Air” as part of the Unified national online platform EcoSystem;
- a norm appeared on the need to create regional programs to improve the state of the environment;
- responsibility for air pollution has been strengthened;
- the need to have mandatory automated pollutant emission control systems – the so-called “pipe control” has been introduced.

“All this will allow to reduce the amount of pollutant emissions into the atmospheric air and contribute to increasing the level of environmental safety in Ukraine, and therefore to strengthening and preserving the health of the population,” the government says.
Kyiv has more than once entered the “top ten cities for air pollution”, according to the data of the international online monitoring platform IQAir. Why do we learn this from international applications? Because in Kyiv, as in the whole country, there is no official automated air monitoring system that would broadcast data online.
