Taiwan was once also a permanent member of the UN Security Council, but in 1971 it was deprived of its right to join the organization and given to communist China.
During a powerful speech on Tuesday, President of Ukraine Volodymyr Zelensky pointed out to the UN Security Council its absolute helplessness in counteracting Russia's horrific war crimes on Ukrainian territory.
The UN is not able to bring Moscow to justice, Zelensky said, because the same Moscow “turns the veto in the Security Council into the right to kill.” Therefore, member states must “exclude Russia” from the UN Security Council, or “completely dissolve themselves.” Jr. Mark Thyssen. However, in his opinion, the world should go even further than the Ukrainian president suggests. Russia should not just be expelled from the Security Council, but its place should be given to Ukraine. And there are precedents for such a step.
The UN Charter does not state that the Russian Federation has the right to a permanent seat on the Security Council. It reads: “The Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland and the United States of America must be permanent members of the Security Council.” Two of the above countries no longer hold seats on the Council.
On October 25, 1971, the United Nations expelled the Republic of China (Taiwan) and incorporated the People's Republic of China (Mainland China), which also became one of the five permanent members of the Security Council. Despite the Security Council's veto power, Taiwan has been unable to end its expulsion due to a vote in the General Assembly. The US proposal to make the Chinese representation an “important issue” required the support of two-thirds of the participating countries. But the vote failed. 59 countries supported it, and 55 – opposed (15 more abstained). The General Assembly then adopted Resolution 2758 on the deprivation of Taiwan of membership due to simple majority support. 76 voted in favor, 35 against 35 (abstained). This story sets a precedent for depriving the country of a seat on the Security Council and handing it over to another potential contender.
Just as communist China has a seat in the Republic of China, Russia now enjoys the seat of the Union of Soviet Socialist Republics. But the Russian Federation and the USSR are not the same country. Vladimir Putin justifies the invasion of Ukraine by wanting to regain the territory lost after the collapse of the Soviet Union.
So if the General Assembly can vote to exclude Taiwan and declare that China will legitimately take the place of the “Republic of China,” it can likewise vote to exclude Russia and declare Ukraine the legitimate successor to the USSR. So Kyiv will get the old Soviet place. The author also proposes to turn against Putin his essay that Russians and Ukrainians are supposedly “one people” who come from ancient Russia. By the same logic, Ukraine can be declared the legal successor of the USSR.
The “Chinese precedent” of 1971 says that Russia and China will be powerless and will not be able to veto such a replacement in the Security Council. Unlike Taiwan, which has not deserved to be expelled from the United Nations, Russia has done enough to deprive it of membership. The UN Charter clearly states that a member state can be excluded if it “constantly violates the principles described in the charter.” Over the past month, the General Assembly has twice by an absolute majority recognized that Moscow is doing just that in Ukraine.
On March 2, the General Assembly condemned by 141 votes to 5 (35 abstentions) “the aggression of the Russian Federation against Ukraine in violation of Article 2 (4) of the Statute.” On March 24, she again condemned Russia for violating the Charter, creating a humanitarian crisis. The decision was supported by 140 countries against 5 (35 abstained again). In both cases, three-quarters of the participating countries voted to condemn Russia. That is more than enough to replace Russia in the Security Council. On Thursday, the UN General Assembly expelled Russia from the Human Rights Council. It could use exactly the same procedure to replace Moscow in the Security Council.

So obviously that's possible. But will it be done? The answer to this question depends on political will. It is one thing to vote for a tough statement, it is quite another to impose real consequences. But the United States must initiate a vote and persuade other countries to support the decision. Because Russia's presence in the UN Security Council is a disgrace. The Putin regime is raping, killing and massacring innocent men, women and children in Ukraine. If the UN is unable to impose real consequences on Putin and his killers for all these crimes, then Zelensky is right. The UN simply needs to dissolve itself.
