A meeting of the Confederation of Builders of Ukraine has already taken place, where a draft document beneficial to developers was presented.
Against the background of the war and the struggle of the Ukrainian people against the Russian invader , domestic developers are planning how to establish favorable rules of the game after the victory, writes the leader of the HONEST Movement Vita Dumanskaya in a column for the UE. Developers want to implement their plans under a good sign “Restoration of Ukraine”.
It is noted that a meeting of the Confederation of Builders of Ukraine (KBU) has already taken place, chaired by ex-deputy of the Kyiv City Council and former Deputy Minister of Regional Development Lev Partskhaladze. There were a number of participants in the online meeting.
The HONEST movement received excerpts from several sources from a document considered by the participants in this meeting. The document was proposed by a participant in the discussion from Chernivtsi. It follows that it is the lobbyists-developers who would like to remove from the legislative field.
However, the plans of developers are hampered by public hearings, because they create, in their opinion, “conflict situations.” Therefore, instead of hearings, developers offer to simply present a detailed development plan so that people can come to terms with it and not make suggestions.

The author of the column noted that such a level of interaction with the community can be offered only by “lawmakers” of the state-occupier of Russia, where the opinion of citizens means nothing. In addition, developers believe that they are hindered by the democratic procedure of competitions to determine the author of the project. This process is called long and with corruption risks.

The author pointed out that there is another interesting proposal from developers. In particular, they want it no longer necessary to approve a detailed plan of territories at a local council session.
“What could have happened if the unscrupulous developers aimed at deforestation and factory construction were not opposed by active citizens?” Now the attack on Kyiv by the occupiers would be much easier. For example, for the last 12 years, activists from the village of Kotsyubinskoye and the HONEST Movement have been fighting for the preservation of the Belichansky Forest near Kyiv. Now this forest is a shield for the capital, in particular, from Gostomel, Irpen and Bucha, where our troops are heroically holding back the racist forces, ”Dumanskaya writes.
She noted that the idea was to build an additional road through the forest from Irpen through Kotsyubinskoye to Kyiv. This is exactly what the developers needed.
“We have long been monitoring cooperation with ungodly developers who have significantly damaged the ecosystem of Priirpenia – forests and floodplains,” said Dumanskaya.
She pointed out that after the victory, when significant investments come from the West, it is important that our Western partners see transparent and democratic processes – public consultations, competitions, etc.
The leader of the HONEST Movement noted that the main customers and authors of technical tasks for the development of any project solutions from today should be representatives of the Armed Forces of Ukraine, communities and citizens. And all projects on such tasks must be performed by professional architects selected on a competitive basis.
“The war has changed the values of many, and the level of political culture has grown significantly. And it is important for us to keep it. We do not have the right after the war to create a legal framework for corruption schemes for our own, – summed up Dumanskaya.
