A new concept of the Exclusion Zone will be developed.
Minister of the Environment Ruslan Strelets met with the head of the State Agency of Ukraine for Exclusion Zone Management Yevhen Kramarenko, during which he set a task to develop a new concept for the development of the Chornobyl zone. This was announced by the Ministry of Environmental Protection and Natural Resources of Ukraine.

The head of the Ministry of Environment set the head of the agency a number of tasks:
- Create a concept for the transformation of the exclusion zone. This document should form a vision of the process of reparations to Russia for the transfer of Ukrainian spent nuclear fuel and radioactive waste for storage in Russia.
- Create a scientific hub. The racists gave Ukraine a unique chance to rebuild and turn their destroyed Zone facilities into modern research sites. To replace the destroyed ones, to build new state-of-the-art facilities in the entire civilized world.
- Take care of safety measures for workers in the Exclusion Zone. People's lives and health must come first. It is necessary to form rotations of workers and logistics, proceeding from this principle.
- Continue to communicate with international partners to support the reconstruction of the Exclusion Zone. Ukraine has proved to everyone that it is a shield of Europe and the whole civilized world from the aboriginal invasion. We have paid for this and continue to pay a high price. Europe and the whole civilized world understand this.
- Complete the assessment and inventory of losses due to Russian aggression. According to preliminary estimates, the damage from the actions of the occupiers in the Exclusion Zone is almost 2.5 billion UAH. The final amounts of losses will be determined in the near future.
- Restore the radiation monitoring system. Society should receive as much reliable information as possible about the level of radiation in the exclusion zone and stop any manipulation in this regard.
- Restore communication in the exclusion zone. A clear plan is needed to reconnect at all Exclusion Zone facilities.
- Set up bandwidth in the Zone. It is important to establish a legal and secure access regime to the Chornobyl zone and give the world access to truthful information.
- Implement measures to restore and preserve the nature of the Exclusion Zone. The occupiers caused significant damage to the unique protected area of the Zone. DAZV together with the State Ecological Inspectorate should calculate the damage to wildlife in the reserve and in the Exclusion Zone as a whole.

According to the Ministry of Environment, after the liberation of the Chernobyl nuclear power plant from Russian nuclear terrorists, Ukraine has every chance to turn the Exclusion Zone into a modern, innovative and unique facility.

In November 2022 “Energoatom “first uploaded for permanent storage and disposal at the Vector complex, located in the Exclusion Zone , the first batch of radioactive waste from the Rivne nuclear power plant. The next step was to prepare the transfer of operational radioactive waste accumulating at the South-Ukrainian, Khmelnytsky and Zaporizhzhya NPPs.
The Vector complex is a part of the State Enterprise “Centralized Enterprise for Radioactive Waste Management”. The company is a national operator for radioactive waste management.
“Vector” is a set of facilities designed for storage and disposal of incoming radioactive waste (RW) from all Ukrainian enterprises where they are formed: Energoatom nuclear power plants, the Chernobyl NPP and its exclusion zone, other industrial and scientific enterprises and organizations.
The site of the Vector complex is located on the territory of the Exclusion Zone at a distance of 11 km in the south-western direction from the Chernobyl NPP.
