Among the approved tasks are:
– Carrying out targeted mobilization to eliminate the consequences of hostilities and emergencies;
– elimination of the consequences of hostilities in settlements and territories affected by the means of destruction;
– taking measures to restoration of critical infrastructure facilities in the field of livelihoods;
– identification of settlements and areas in need of humanitarian demining, marking of dangerous areas, cleaning (demining) of territories; involvement in the elimination of the consequences of hostilities and emergencies of international assistance.
It also provides for the provision of social services during a state of emergency or martial law by employees and volunteers who do not have documents proving their professional level. Involvement of volunteers in identifying persons/families in difficult life circumstances has been introduced, a list of social services that can be provided in an emergency (crisis) has been identified, and the provision of such services under a simplified procedure has been introduced. Such people will be compensated by the state for the services they provide.
The government decree also provides a mechanism for comprehensively determining the degree of individual needs of a person in need of social care services on a non-professional and professional basis.
