The state financed the restoration of only 14 private houses in the affected Irpen – Markushyn

Lack of law in Ukraine on compensation for war victims makes it impossible to receive subsidies for the reconstruction or repair of damaged private houses. In particular, in Irpen, Kyiv Oblast, which suffered as a result of the hostilities, only 14 houses out of more than three thousand destroyed or damaged have been repaired since the deoccupation, told ZN.UA the mayor of Irpen Oleksandr Markushyn.

According to the mayor of Irpen, a total of 3,247 private buildings were damaged or destroyed in the city. Of these, 1,130 buildings are subject to ongoing repair, 1,483 have been completely destroyed. However, the city cannot help the owners in the reconstruction due to the lack of a legal mechanism.

“There is no law and no mechanism proposed by the government for the private sector. True, there is a regional recovery program,” says Markushyn.

In particular, within the framework of this pilot project, 14 houses were repaired, but they were owned by privileged categories of citizens – the families of fallen soldiers. Another 350 addresses, including a few private ones (if they meet the criteria), also receive assistance from the BF “Caritas” and the NGO “Narodna pokoma” under small preferential programs”. cost.

“At the same time, they collect checks, fill out acts, contracts with FOPs and go to the city hall for the promised compensation. People come with hope, but we tell them that there is no compensation mechanism yet. Local budgets do not have money for this either. We are waiting for the adoption of the law, and you are waiting too,” said the mayor of Irpin.

At the same time, the author of the draft law, which has been preparing for the second reading for several months, Olena Shuliak, is deeply convinced that the absence of the law “absolutely does not affect the situation in communities and small repairs”. Meanwhile, some of the residents of Irpin, who cannot repair their own housing, went abroad, rented housing or settled in modular towns, which not a panacea at all. After all, more than 16,000 citizens need a roof over their heads, and modular towns sheltered only 900 people.
