Large-scale corruption, which Ukraine barely overcame as of 2013, returned in 2021 and flourished in 2022.
After the appointment in August 2021 of Tetyana Bondarenko as the director of Polygraph Complex “Ukraine”, the state enterprise returned to the field of securities production LLC “Polly-Service” from the orbit of the scandalous concern “YEDAPS.” “Our money” writes about this.

Since returning to the stream in November 2021, “Polly-Service” has received contracts worth UAH 1.4 billion from “Ukraine”. According to the exchange rate at the time of signing the agreements, it amounted to $49 million. Thus, the company actually reached the strength of “YEDAPS” of the Yushchenko-Yanukovych era, when the consortium received contracts at an average rate of $55 million per year.
From April to September, LLC “Polly-Service” received an order for UAH 686 million from the state-owned Polygraph Complex “Ukraine” for the supply of materials for the production of document forms.

No details of the deals are disclosed, as the purchases were made without the use of an electronic system. Therefore, it is not known exactly what was purchased and why. It is only known that deliveries are tied to the NBU euro exchange rate at the time of payment for the goods.
Polly-Service also has very loyal contract terms. “Polygrafkombinat “Ukraine” agrees to advance payment of goods in the amount of 40%, payment of the remaining 60% within five days from the moment of delivery, and delivery across Ukraine at the expense of the customer.
“We will not guess who exactly returned “YEDAPS” to billion-dollar flows in Ukraine – Arakhamia, Ivanchuk, Shmyhal or some other businessman. The important thing is that this office reached the project capacities of Yanukovych's time, when it tendered in the field of producing documents at an average speed $50 million a year. And during the war, this speed did not decrease in the slightest. It was during the last months of the invasion that the Yedapsiv firm Polly-Service received an order for 686 million hryvnias from the state-owned Polygraph Complex of Ukraine, “Our Money” writes.< /p>

As the publication reminds, at one time With reference to a source, Economic Truth wrote that Tetyana Bondarenko, the director of Ukraina, is a friend of Iryna Obydenko, the former director of Yedaps and the current co-owner of Polly Service.
The source also stated that Bondarenko's candidacy was lobbied by Yuriy Sydorenko, the owner of the scandalous YEDAPS consortium.
According to “Our Money”, “Polly-service” was founded by Yuriy Sydorenko from the consortium “YEDAPS”, now the company has been transferred to Sydorenko's entourage. Viktor Medvedchuk was a 20% partner in “YEDAPSA”.
During the time of Kuchma-Yushchenko-Yanukovych, the EDAPS consortium monopolized the production of excise stamps for alcohol and tobacco, driver's licenses, passports of Ukrainians and other documents. At the same time, the chairman of the advisory board of the EDAPS consortium Yuriy Sydorenko owned patents for the appearance of biometric foreign passports of Ukrainians and excise stamps. As a result, inflated prices were set for their production.
After a decade of trying to destroy this corruption parasite, the monopoly of EDAPS was finally ended during Yanukovych's time, at the end of 2013.

According to information in the media, the leaders of YEDAPS are suspected of murder, international corruption, large-scale embezzlement.
It was possible to defeat their schemes within Ukraine, but later, as a result of rebranding, EDAPS turned into the Industrial Innovation Group (IIG).
Also, according to information in the mass media, the return of a large-scale corruption scheme to Ukraine could have been facilitated by the head of the “Servant of the People” faction, David Arahamiya. It was he who was present at the presentation of the reborn EDAPS – the company Industrial Innovation Group. And immediately, several unrelated sources of the “Obozryevatel” publication claimed that the leader of the monomajority of the parliament holds regular meetings with the main organizer of EDAP Yuri Sydorenko.
