How to encourage the return to Ukraine of the maximum number of citizens who are already well settled abroad, told in an interview with ZN.UA Yulia Samaeva migration policy expert Andriy Haidutsky .
According to him, the central government should work in three areas: with local authorities, business and migrants.
“Let's not focus only on refugees, because everyone has their own migration cycle and return plans,” the expert said.
- Local government. The central government should offer cities and local communities financial and regulatory tools to encourage them to develop and implement such programs. Believe me, the local authorities know the situation much better and their residents, so let it be their responsibility. Moreover, every local government is interested in the development of its community – there will still be competition between communities to develop, as you say, the perfect return program.
- Business . Work must be done with business, because business, not government, creates jobs and pays most of the taxes for them. We need motivational programs for the employment of those who are ready to return.
- Migrants. As for programs with migrants themselves, they should motivate them to transfer most of their income and generate savings in Ukraine with the subsequent acquisition of some assets or business development. And this is already the way to the return of migrants themselves. Because if he has no job, no savings, no assets, then where and why to return?

In addition , adds Haidutsky, there are programs where all participants participate. For example, in Mexico, in small towns, the social program “Tres per Uno” (3×1) is successfully implemented, aimed at the restoration or construction of roads, schools and hospitals. For every dollar from a migrant, the government, state and municipality also give a dollar. This program is periodically expanded to 4×1 or 5×1. The fourth dollar can be provided by a donor (such as USAID) and the fifth by a financial institution (such as Western Union regularly in Mexico).
