The proposed changes will be another cosmetic repair.
to global changes in higher education, as it is built on the Soviet logic of centralized control and management, Elizaveta Shchepetilnikova writes in her material for ZN.UA “Ukraine recovery plan: what's wrong with higher education and science” and Iryna Yehorchenko.
The plan presented by the government at the conference in Lugano consists of individual projects, not global reforms.
“Why? A popular explanation in Ukraine: international donors will more easily allocate money for specific projects. But from the experience of the New Ukrainian School (NUS), we know that donors are interested in systemic reforms. And the question, where are the reforms, is Ukraine ready for them, hung in the air in Lugano”, – note the authors.
But before proposing specific steps, the Ukrainian authorities should have a vision of what we want strategically and where we should move.
“Unfortunately, there is no answer to this question yet. What does the Government's Plan for Higher Education and Science offer? In the document, we see the approach of project managers, not the authors of politicians. And it is very doubtful that the proposed ideas will lead to systemic changes in higher education. After all, they were born from the Soviet logic of centralized control and management. The proposed changes are not deep and will guarantee, rather, another cosmetic repair,” the article says.
