The parliament adopted as a basis a bill on changes in the work of local self-government during martial law

The document, in particular, expands the powers of the head of the community and regulates the activities of district and regional military administrations.

The Verkhovna Rada of Ukraine adopted the draft law №7269 on the functioning of local self-government during martial law. This was announced by the head of the subcommittee on administrative and territorial organization Vitaliy Bezgin on Facebook, talking about key proposals.

In particular, according to the deputy, the document provides for the head of the community actions:

  • on the transfer of funds for the needs of the Armed Forces, property management and utilities, the establishment of legal aid centers, combating natural disasters, hazardous waste, changes in local programs;
  • on changing the number of members of the executive committee, approving the temporary structure of local self-government, BSP management, clarifying the local budget with informing the head of the regional military administration;

The bill also proposes to provide the right to dismiss local government employees and hire new ones without applying for competitive procedures.

The document also regulates the status and powers of military administrations of settlements. For example, it is a question of transferring powers of district and regional councils and their executive bodies to district and regional military administrations if the regional center is occupied, surrounded or there is fighting.

In addition, the bill provides for administrative services to the population. taking into account existing security threats: limited access to registers, etc.

Vitaliy Bezgin noted that the Verkhovna Rada has halved the deadline for submitting amendments. He called for active participation in the discussion. “We are currently preparing committee amendments together with factions and groups, the Office of the President of Ukraine, the Ministry of Regional Development, the Ministry of Justice of Ukraine, and the Association of Ukrainian Cities. In early May, we plan to go to the agreed version and vote in general, “- added the MP.

Earlier it was reported that the Verkhovna Rada extended the martial law in Ukraine for another 30 days – until May 25.
