This year, nothing has changed for entrants from the Crimea and ORDLO. The innovations apply only to those who live in the territories occupied after February 24, 2022 and those who are fighting. These territories even received a special name in the rules of admission – “especially dangerous territory”.

ZN.UA decided to compile step-by-step instructions for admission. The information was gathered firsthand – from the head of the main department of general secondary and preschool education Yuri Kononenko and the director general of the directorate of professional higher and higher education Oleg Sharov. Now the Ministry of Education has developed an admission algorithm for children from the occupied territories. The discussion of its technical nuances is coming to an end, but the essence can already be understood.

The first thing a graduate has to do is get his/her graduation certificate (certificate of education, or, as it is traditionally called, certificate) ). And here are some features.

Most of the schools that are now under occupation < strong> ordered certificates of education before the war. But, according to Yuri Kononenko, they did not have time to do so in Mariupol, Donetsk region and some districts of Luhansk region. What should students do from these places?

It is necessary to apply to the school in the unoccupied territory, and after the assessment to obtain a certificate of basic or complete general secondary education. The Ministry of Education has provided a list of 15 oblasts where all the contacts of responsible persons who help such graduates are available.

You can also ask for help from the education department of your region, which is located in the unoccupied territory, or the education department of other regions, whose schools the graduate wants to join.

If someone hasn't done this before, contact the distance school now while the teachers and administration are on vacation and close the academic year's records and documents.

Graduates education has already been ordered , will also be able to get it in the unoccupied territories. How to do it? “They should follow the reports on the website of the regional military administration,” says Yuri Kononenko. – And to maintain contact with their teachers (who may also have all the information) and with the Department of Education, whose contacts are on the website of the military administration. The production of education certificates is nearing completion, I think they will be fully ready after June 20. These documents were issued before the war in late June. You can contact the Department of Education now, and get the document later. “

The next important question is how to physically pick up your certificate . After all, not everyone can leave the occupied territories.

If a graduate wants to enter Ukraine , he may not pick up a paper document now, says Yuri Kononenko. This can be done later when the opportunity arises. The document on education will not disappear, the Ministry of Education has extended its storage until one year after the end of martial law. For now, it is enough to call the school in the unoccupied territory, which issues the certificate, and find out its number and series. This data must be uploaded to the entrant's e-office during the admission campaign.

For those who want to join abroad , there are two ways (which to choose – depends on the requirements of the university where the Ukrainian graduate enters). The first option is to enter the series and number of the education certificate in the EDEBO (Unified State Electronic Database on Education) and generate a certificate of its availability. The second option – the certificate can be obtained in the unoccupied territories by relatives or friends of the graduate. “Anyone can do this with a power of attorney, notarized or head of local government, head of the company,” – says Yuri Kononenko.

Once the certificate issue is resolved, the next step is to take the National Multi-Subject Test (NMT) and submit the documents for admission. There are several algorithms for action, depending on the situation. You need to: a) register for the test; b) confirm participation in it; c) come to the controlled area and make it.

If a graduate can do it all – he is ready to join, uploads the results together with the entrance application and motivation letter to EDEBO and enters.

If a child from the occupied territories has not done something from the list, all this can be made up for in an additional or specially organized testing session, which will take place in August and September. And the main testing session, as previously planned, will take place in July. Therefore, starting from July, it will be possible to take a monthly BMI.

Those who have EIT certificates for 2019-2021 (graduated from school or are a college graduate) can use them at the time of entry. Instead of a certificate in mathematics (previously this test was optional), you can apply for a certificate in any other subject.

must follow a different algorithm . He first submits an admission application to EDEBO. And here is a very important point: the statement has special options to choose from: “in the occupied territories” (meaning Crimea and ORDLO) or “in a particularly dangerous territory” (occupied after February 24, 2022). When downloading the application for admission, the entrant must check the required note. Representatives of the chosen educational institution will then contact him and schedule a remote introductory interview or creative competition. “It's not even important here when the interview is scheduled,” says Oleg Sharov. – It is important that the person has a connection. Without him, there is nothing we can do to help her now. ”

You also need to know two nuances about entering remotely by interview. Only those who:

  • were forcibly deported to the temporarily occupied territories (Crimea and ORDLO), Russia or Belarus can enter.
  • is in the occupied territories at the time of entry.

That is, if the entrant is in a government-controlled area or in Europe during the admission campaign, he or she will pass the ITC. He will have it all summer and September. One of these rules has provoked a lot of debate, and it may change in terms of the grounds for admission to the interview.
