The mayor of Chernihiv explained how the city solves the issue of the destroyed thermal power plant and whether this problem will affect the heating season

As for kindergartens, they are currently ready to take 1,800 children out of the 2,500 that are in demand.

Russian occupiers destroyed the Chernihiv thermal power plant. In one of the broadcasts, the mayor of the city, Vladyslav Atroshenko, noted that it is more expensive to restore it than to build a new one. During an interview with ZN.UA, he told whether it will be possible to winterize Chernihiv if the thermal power plant is not repaired, and what are the alternatives to this decision.

“The CHP was put into operation in 1965 according to a typical Soviet project. The CHP works by burning high-calorie coal or gas in boilers as huge as a ten-story building, where the water is overheated to 140 °C, and the steam from the boilers enters the turbine blades of generators that produce electricity. Then this steam, through heat exchangers, heats the coolant, which reaches the homes of citizens and other consumers. The boilers are technically designed for a full cycle, i.e. only with the production of electricity. The prospects for coal, which is much cheaper than gas, are currently unclear. And the production of electricity with expensive gas — extremely unprofitable. And because of this, the CHP is, accordingly, colossally unprofitable, – explains Atroshenko. – To date, we have neither time nor funds for a complete reconstruction or partial serious modernization of the CHP, and we are trying to keep what is, in fact, scrap metal that remained in conditionally working condition.

Currently, we are solving the issue of the technical readiness of the CHP to enter the natural gas heating season on time. Over time, we will make a decision on the involvement of specialized designers regarding the further rational technical model of the CHP.”

According to him, it will be possible to launch five educational institutions and one specialized one without problems.

“This precisely those institutions that do not have damage. In general, the city has 34 educational institutions and two specialized ones. We have six schools with significant damage that require a large amount of reconstruction work,” he added.

According to Atroshenko, today there are bills issued for the repair work of certain institutions from donor organizations, and now the city does not spend budget funds on the repair of these institutions.

“But if the funds from the donors do not arrive on time – we will simply waste time – remarked the mayor of Chernihiv. – As far as I know, our Polytechnic University was destroyed, and it was moved to Cherkasy. To date, we have neither time nor funds for complete reconstruction or partial serious modernization of the CHP, and we are trying to keep the essentially scrap metal that remains in conditionally working condition.

Currently, we are solving the issue of the technical readiness of the CHP to enter the natural gas heating season in time. Over time, we we will make a decision on the involvement of specialized designers regarding the further rational technical model of the CHP.”

It is known that six kindergartens will definitely not resume work from September 1. The mayor told how critical it is for Chernigov and what is the fate of those educational institutions that have come under fire.

“We have a request for 2.5 thousand children to visit kindergartens. Practically today, seven kindergartens are ready or almost ready to work according to the standards for basement premises and will be able to take about 1.8 thousand children for education,” Atroshenko noted.
