The infrastructural stage of the medical reform is starting in Ukraine: what will change for Ukrainians

Medical institutions will be divided into hospital clusters.

The Ministry of Health explained what changes will await doctors and patients at this stage.

According to the new approach, the network of health care facilities in the region, united into one hospital district, will additionally divided into hospital clusters. During the division, the following will be taken into account:

  • borders of administrative-territorial units;
  • geographic features of the region and the condition of highways;
  • current and projected demographic indicators of the population, the structure of morbidity and mortality;
  • optimal clinical routes of patients for timely access to medical and rehabilitation care based on the principles of evidence-based medicine;
  • load on medical workers and rehabilitation specialists.

According to the types of medical care provided in the healthcare facilities of the hospital cluster, the network of institutions will be divided into supercluster, cluster and general hospitals.

Head of the Ministry of Health Viktor Lyashkemphasized that this approach allows “finally saying goodbye to the “scoop”” in approaches to the formation of a network of hospitals, their visual perception and material and technical equipment.

“The formation of a network of hospitals in the hospital district according to the cluster principle will clearly determine which hospitals should have which equipment and in what quantity. And it is precisely on these hospitals and on this equipment that priority will be focused in the recovery plan of Ukraine. We continue to implement our basic principle: hospitals should be equally comfortable for both the patient and the medical worker,” he emphasized.

Yes, the simplest cases will be treated as close as possible to the patient, in general hospitals. Such hospitals will be located at the rate of one medical institution per 50-80 thousand population.

In more complex cases, the patient will be taken to cluster and supercluster hospitals, which will provide highly specialized services.

“The new approach also provides that medical institutions will be provided with equipment, according to their level in the hospital district,” the minister adds.

As an example, he cites the installation of an expensive angiograph: in a general hospital, it will be turned on once a week or even a month, while in a cluster institution this equipment will work constantly, and therefore will be used more efficiently.

Hospital planning will allow to simplify the patient's access to medical services, improve their quality and use resources efficiently, concluded Lyashko.

Recall that on July 1, people's deputies voted for Law No. 6306 on improving the provision of medical care. The head of the specialized committee of the Verkhovna Rada Mykhailo Radutskyi called it a continuation of the medical reform.
