We are talking about more than UAH 1 billion, and they did not go to the restoration of destroyed housing.
Company “Budinvest Engineering” and its supplier of building materials “Automagistral 2016” during the war received from the state budget in the amount of 1.2 billion hryvnias for operational maintenance of roads in the Dnipropetrovsk region, writes “Our Money” with reference to the data of the “Spending” portal.
According to the publication, only in the period from the beginning of May to the end of July, the Housing and Construction Department of the Dnipropetrovsk Regional State Administration transferred 1.03 billion hryvnias to Budinvest Engineering. At the same time, it is not known what kind of work was in question, and if operational maintenance usually involves the repair of small areas, pothole repair, replacement of signs, etc., then in wartime conditions it may also include the repair of bridges.
When this payment to this firm is five to six times greater than any other company received during the war. Including those with whom President Volodymyr Zelenskyi discussed the restoration of infrastructure facilities in war conditions – “Automagistral-South”, “Onur” and “Autostrada”.
At the same time, “Automagistral 2016” LLC was in second place in terms of payments — UAH 197 million. The company has not previously received road contracts, but is in close business relations with Budinvest Engineering. In particular, during 2020-2021, Automagistral 2016 supplied him with construction materials worth UAH 150 million.
“Our money” notes that “Budinvest Engineering” LLC was founded in 2015, shortly after Valentyn Reznichenko first became the head of the Dnipropetrovsk Regional State Administration, and Yury Golyk became his adviser. After the election of Volodymyr Zelenskyi to the post of president, Reznichenko temporarily lost his position. But soon Golyk became a consultant of “Great Construction”, and Reznichenko again headed the Dnipropetrovsk region.
“It was during the career booms of Golyk-Reznichenko that Budinvest Engineering received the largest contracts from the Dnipropetrovsk Regional State Administration and Ukravtodor. In the end, it became so big that it was included in the ten largest highways of Ukraine in 2021. At the same time, the company received building materials at inflated prices through a network of “gaskets”, – the publication notes.

The main founders of the Dnipro Budinvest Engineering LLC are fitness trainer Yana Khlanta and Pavlo Chuhno, director of the Prometheus Sports Club LLC. A relative of the latter, Olena Chukhno, is also a co-owner of the Tsarychanskyi and Krynychanskyi asphalt concrete plants, which are also manufacturers of building materials for “Budinvest Engineering”. Chukhno himself manages the sports club of Volodymyr Dubinsky, a well-known businessman in the Dnipropetrovsk region who started his own business in the 90s
In the early 2000s, Volodymyr Dubinsky and his brother Leonid emigrated to Israel, and then to the USA. However, after the FBI became interested in their activities due to a construction scam in the city of Sacramento in 2009, they returned to Ukraine. According to official data of the Department of International Police Cooperation of the State Department of the State of Ukraine in the Dnipropetrovsk region, the Dubinsky brothers have been wanted internationally since March 26, 2013 for committing fraud in the United States. However, due to their Ukrainian citizenship, they are not subject to extradition to the USA.

As for the company “Automagistrali 2016”, its founder is Oleg Anatoliyovych Logvynenko. The company has an asphalt concrete plant in the village of Reclamation of Novomoskovsk district of Dnipropetrovsk region. Officially, this is the territory of Novomoskovsk Plant of Reinforced Concrete Products, whose director is Viktor Mykolayovych Logvinenko.
