The Council introduced a moratorium on increasing heat tariffs for the population

The moratorium will be in effect during martial law in Ukraine and six months after.

two months and provides for the establishment of a moratorium on the increase of heat tariffs for the population. At the same time, according to the document, UAH 264.3 billion will be sent to cover Naftogaz's deficit, which, at least partially, will be attracted from international partners.

According to the draft law, the moratorium will be in effect during the martial law in Ukraine, plus six months after.

At the same time, it is prohibited to raise tariffs for:

  • natural gas distribution services; thermal energy (its production, transportation and supply); thermal energy and hot water supply services. p>It is noted that the price of gas for household consumers is not subject to an increase from the price applied as of February 24, 2022.

    In order to compensate for the losses of gas market entities, it is assumed:

    • increase revenues and expenditures of the state budget (together with the special fund) by UAH 264.3 billion, i.e. it is planned to receive international grant aid in this amount and transfer it to Naftogaz for the purchase of gas;
    • credit the following to the special fund income: proceeds from the payment of dividends accrued on shares of “Naftogaz” owned by the state, based on the results of financial and economic activity in 2022 (64.4 billion hryvnias), an advance payment from income tax upon the payment of these dividends (11.6 billion hryvnias UAH);
    • receipts within the aid programs of the EU, foreign governments, international organizations, donor institutions, which are provided for the purpose of financial support for measures aimed at regulating relations on the natural gas market and in the field of heat supply during wartime state and further recovery (188.3 billion UAH).
