The construction industry is extremely high risk of corruption.
Bill №7198 on compensation for damage and destruction real estate as a result of hostilities lacks a transparent mechanism for using the Fund for the Restoration of Property and Destroyed Infrastructure. This most important mechanism should not be reduced to the level of by-laws of the Cabinet of Ministers, because it is in this area that the issue of public and Western partners' trust in the government lies. Serhiy Volkov, President of the Ukrainian National Mortgage Association (UNIA), writes about this in his article – “How to prevent the theft of compensation for damaged housing”.
Due to a number of objective and sub 'ective features of the construction industry is extremely saturated with corruption risks, which can lead to abuse and significantly reduce the quality of investment. Returning to the practice of tighter control at every stage of financing the reconstruction of housing is now a necessity, because for the country every penny is more valuable than ever, and corruption can be safely equated to treason. In general, this is a common practice in the world, when the payment for construction work depends on the conclusions of the technical audit.
