Bills have been submitted to the Verkhovna Rada and their movement in the Committees has begun.
On September 20, the Verkhovna Rada's Committee on Human Rights, Reintegration and Deoccupation of the Ukrainian People's Republic should consider a legislative initiative of the Cabinet of Ministers, which allows Ukrainian state authorities to cooperate with fake authorities of the temporarily occupied territories.
It is about draft law No. 7646 – on amendments to the Law of Ukraine “On Ensuring the Rights and Freedoms of Citizens and the Legal Regime in the Temporarily Occupied Territory of Ukraine” regarding the specifics of activities in the temporarily occupied territory of Ukraine. And also about draft law No. 7647 – on amendments to the Criminal Code of Ukraine regarding the improvement of responsibility for collaborative activities on reintegration of temporarily occupied territories (TOT) Iryna Vereshchuk.
In fact, the draft law envisages the first step towards the recognition of the self-proclaimed government in the occupied territories, as it allows “forced” contacts and interaction of the Ukrainian government with the occupation administrations.
“There is no state activity in the temporarily occupied territory bodies, except for cases provided for by law, if at the same time there is no assistance to the aggressor state,” the legislative initiative states.
At the same time, the project defines the grounds for such contacts: to ensure human rights and freedoms; operative investigative activity and pre-trial investigation; provision of housing and communal services; measures to protect cultural values; humanitarian measures, medical aid and social services, radiation safety measures, etc.
So, for example, cooperation in investigative and investigative activities and pre-trial investigations is allowed.
The project enables the authorities to cooperate with representatives of terrorists in the occupied territories, in particular, for the production and trade of medicines, the provision of medical services, trade in food, energy resources, as well as the provision of services in the field of housing and public housing and cooperation in the field of education, to launch a banking system , interactions in the field of communication – mail, radio frequencies, etc., cargo and passenger transportation.
Payment and delivery of pensions, cash assistance, burial of the dead, charitable activities, etc. are allowed.
At the same time, the second project No.7647 exempts from criminal liability for the activities provided for by No.7646.
