Gorbachev noted that September 1 could resume training only in those buildings that have bomb shelters in normal condition.
“Unfortunately, the war showed that some educational institutions either do not have bomb shelters at all, or they are not suitable, and even dangerous for people to stay in them. . But they are still used, despite their condition, “the ombudsman wrote.
At the same time, he added that it is important to take into account his ability to provide shelter. That is, how many people the room is designed for.
“It is necessary to make a schedule so as not to exceed the simultaneous presence of participants in the educational process in the educational institution in accordance with the capacity of the shelter. So that everyone who is currently in an educational institution can be accommodated in the shelter in case of an air alarm, ”Gorbachev stressed.

According to him, it is already worth thinking about the preparation or improvement of shelters in educational institutions in order to be able to organize safe full-time or blended learning.
According to the ombudsman, despite the Russian war against Ukraine, children need to return to the educational process in face-to-face in those areas where the security situation allows, instead of continuing distance learning.
