One of the examples of such a need is the city of Slavutych, which in the future should be taken to the Chernihiv region.
“This is a glaring example with many warnings. Slavutych's community was, in fact, immediately cut off by Russian troops. In the future, Slavutych will have to be transferred to Chernihiv region to avoid such risks in the future. If there is an understanding that it was not convenient for military administrations to work in such a configuration, it may be subject to change, “he said.
He stressed that any administrative correction, including including the renaming of regions, possible only after the war, so as not to provoke the enemy to conditional “legal decisions”.
As for the general correction of the administrative system after the reform, according to Bezgin, it should be implemented after the war and stabilizing the resettlement of citizens, some of whom may not want to return home.
“Until we see that the situation with the resettlement of citizens has stabilized, it is too early to reschedule the system. It is important to understand who has moved, for example, to the western regions and plans to stay there – the working class or retirees. All this affects the territory's ability to govern.
