Since May, the procedure for paying assistance to migrants has changed significantly

The Cabinet of Ministers has not yet decided which cities can be considered to be in the area of ​​military (combat) operations.

The resolution of the Cabinet of Ministers of April 16, 2022 №457> came into force, by which the Government changed the procedure for payment of assistance to migrants.

According to the changes, assistance to all internally displaced persons, according to the Cabinet of Ministers of March 20, 2022 №332 “Some issues of payment of housing allowances to internally displaced persons”, will be paid only in March and April 2022.

That is, in just two months, all IDPs will be able to receive assistance in the amount of UAH 2,000, children – UAH 3,000, and people with disabilities – in the amount of UAH 3,000.

From May 2022, only those migrants who have moved from the territory of territorial communities located in the area of ​​military (combat) operations or who are in temporary occupation will be able to apply for assistance.

Namely:

  • who moved from the territory of territorial communities located in the area of ​​military (combat) actions;
  • or who are in temporary occupation, surrounded (blocked),
  • in which housing is destroyed or unfit for habitation due to damage and who have applied for compensation for relevant losses, in particular through the Unified State Web Portal of Electronic Services.

The list of territorial communities located in the area of ​​military (combat) operations or which are in temporary occupation, encirclement (blockade), approved by the Ministry of Reintegration of the temporarily occupied territories for in agreement with the Ministry of Defense on the basis of proposals from the relevant regional, Kyiv city military administrations.

So far, this list has not been approved.

Also under the new rules, support for certain categories of the population affected by the military aggression of the Russian Federation against Ukraine is provided:

  • persons evacuated from settlements located in areas of military (combat) operations (possible hostilities) to safe areas – humanitarian and other assistance to civilians in martial law in Ukraine or assistance at the expense of international organizations;
  • persons living in deoccupied settlements do not have and did not have the status of internally displaced persons – humanitarian and other assistance to the civilian population in martial law.

For persons living in settlements that are temporarily occupied, surrounded (blocked), accrual and payment of all appropriate social benefits (pensions, social benefits, benefits and subsidies, etc.) continue in full to the extent.
