“All services were provided to residents of the capital. Therefore it is necessary to pay for services. Thanks to anti-crisis decisions, which were made primarily at the local level (we managed to curb rising prices for services, despite the increase in gas prices), the heating season 2021/2022 was able to pass without sharp disruptions. On average, Kyiv needs about 1.5 billion cubic meters of gas by April 1, not counting other necessary components, “Povoroznyk said.
According to the deputy head of the Kyiv City State Administration, he does not know whether children will go to school. September 1, but knows for sure that on October 15 it will be necessary to turn on the heating, especially in schools, kindergartens and medical institutions.
“That's why we are already technically preparing a central heating system for this. A lot will depend on the price of natural gas and the price of electricity. We do not currently have an answer to these questions. Therefore, we will talk about the strategy when these unknown values become known. Now we need to technically prepare the city's heat complex to turn it on in time. And a significant role in this is played by the payment of already provided heat supply services. We have repeatedly appealed to Kyiv residents with this request, and Vitaliy Klitschko and I have talked about it, “Povoroznyk said.
. Thus, as of April 27, according to Povroznyk, the debts of Kyivteploenerho subscribers slightly exceeded 50% of the corresponding amount to be paid.
“We understand that. But Kyivites are returning and paying off their debts, realizing that, despite their absence, heat and gas have been spent on heating their homes. That is why the amount of payments is growing every day, “the deputy head of the Kyiv City State Administration added.
The next heating season promises to be even more difficult. However, Povroznyk stated that the authorities “have no other choice but to provide Kyiv with heat, gas, water and sewerage.
“A significant part of the city budget is aimed at this. But there is no certainty with the prices of gas and electricity. If Kyiv residents do not pay for the last heating season, it will be more difficult to start the next heating season. Everyone should understand this. This situation is similar to the situation with bomb shelters. You can sit and wait for the city to do (pay) or Klitschko, and you can pay at least as much as citizens can, “Povoroznyk added.
